根据《中华人民共和国国家质量监督检验检疫总局与蒙古国技术监督总局关于蒙古马肉产品输华检验检疫合作议定书》，允许蒙古马肉产品（仅指马肉馅的包子或饺子）输华。蒙古输华马肉产品应符合《进口蒙古马肉产品检验检疫要求》（见附件）。

附件
进口蒙古马肉产品检验检疫要求
一、允许进境的商品名称
蒙古输华马肉产品是指由马肉为馅心、小麦粉为皮，制作而成的速冻包子或饺子。
二、生产加工企业要求
蒙古输华马肉产品生产加工企业必须符经中国国家质检总局注册登记。
三、产品原料要求
蒙古输华马肉产品中所使用的马肉原料应来自经中国国家认证认可监督管理局注册的肉类生产企业，并符合《中华人民共和国国家质量监督检验检疫总局和蒙古食品农业部关于中国从蒙古国输入马肉的检验检疫和兽医卫生条件议定书》的有关要求。
四、环境温度要求
蒙古输华马肉产品从包装、存放到运输的全过程，均应符合食品安全条件，不得受到有毒有害物质污染，产品的中心温度应保持不高于-18℃。
五、食品安全要求
蒙古国输华马肉产品应符合蒙古和我国相关法律法规和食品安全国家标准要求。
六、食品卫生证书要求
每批符合要求的蒙古输华马肉产品应随附蒙古国技术监督总局出具的英文食品卫生证书，格式及内容附后。
七、包装要求
蒙古输华马肉产品应使用干净、卫生、不会对产品造成污染的全新材料包装。运输包装上应用蒙文和中文注明产品品名、数量、重量、生产企业名称、地址、注册编号、储存条件和生产日期等信息。
八、其他
获得注册登记的蒙古输华马肉产品生产加工企业名单，蒙古国技术监督总局签发的食品卫生证书样本，请访问质检总局官方网站查询。
